The Global Tuberculosis Institute at Rutgers University is a leader in the effort to conquer and cure tuberculosis worldwide. The institute plays a pivotal role in the international arena, providing expertise in program development, education and training, and research to ministers of health, national TB programs and healthcare providers around the globe.
The institute's work has no borders. Battling TB on the front lines, it has a proven track record in building the political will and international cooperation needed to relegate this disease to the history books, where it belongs.
The Waymon C. Lattimore clinical practice is the provider of tuberculosis (TB) patient care and TB control services in Essex and Union counties located in northeast New Jersey.
The practice is a regional site for the New Jersey Department of Health to provide services in other counties that do not have the expertise in medically managing complicated cases. Our physicians also see patients in the other high morbidity counties of Middlesex and Hudson, as well as provide expert consultation throughout the state.
Outpatient clinic services are provided at the practice for persons with TB, presumed TB, those in contact with persons with TB (contacts), and high-risk individuals with TB infection according to the state's Standards of Care for Active Tuberculosis Disease and Latent TB Infection.
Services are also provided to recent immigrants and refugees referred by the CDC's Division of Global Migration and Quarantine.
Patients are assigned to physicians for the length of care to promote continuity. Patient care is delivered through a case management system. Patients are assigned to one of our teams, led by a physician for the length of care to promote continuity. Each team is supervised by a TB nurse case manager with experienced public health outreach staff.
The TB nurse case manager is responsible for coordinating and managing total patient care that includes:
- Chart review
- Monitor smear and culture results and sensitivities
- Ensure monthly clinician evaluation
- Monitor adherence to regimens through review of directly observed therapy records
- Contact investigation
Patient care is available on Tuesdays, Wednesdays, and Thursdays. Outreach services such as directly observed therapy and transportation are provided on weekdays (Monday–Friday).
Entrance to the Lattimore clinical practice is through Wilsey Street.
There is a parking lot on Wilsey Street with limited visitor parking that requires a special pass to park in a visiting spot. Please contact our office at 973-972-0979 to inquire about a parking pass.
Street parking is recommended, but pay attention to signs as there may be street cleaning restrictions on certain days.
Additional parking is available at Norfolk Parking Deck P1, which is a short walk to our building. Parking passes are available upon request and require advanced notice. Please contact our office for additional information.
PATH and Amtrak rail lines, and New Jersey Transit buses and trains serve Newark Penn Station, located in downtown Newark, about one mile from the ICPH/Public Health Research Institute building (adjacent to our building). View PATH schedules and fare information.

Taxi service is also available to/from Newark Penn Station and Newark Liberty International Airport.
From Newark Penn Station, take the Newark Light Rail to the Warren Street Station. Exit to the street using the stairs labeled Warren Street, which will be on the right. Walk to the intersection; Warren Street will be directly in front of you. Turn right onto Warren Street and cross Lock Street/Raymond Boulevard. Proceed up the hill on Warren Street. You will pass the Warren Street School on your left. After 2 blocks you will see the ICPH/Public Health Research Institute building on your right.
The Newark Light Rail offers a discounted one-way ticket, called "Underground Fare", between Newark Penn Station and Warren Street (except between 4–6 pm from Penn Station). You can purchase an Underground Fare ticket from Ticket Vending Machines and validate (stamp) the ticket in a ticket validator machine. Keep your ticket available as it may be checked when you enter or leave the Light Rail. There is a fine if your ticket has not been validated.
